Before you drive off the lot, check out these tips to help you negotiate the best deal.

With interest rates hovering near record lows, and prices for used cars on the rise, it's a great time to lease a vehicle.

Car experts say leasing is for you if you like a new car every few years, and you drive less than about 12,000 miles a year.

But before you sign that contract, make sure you're getting the best deal possible.

Edmunds.com recommends not even mentioning you're planning to lease when you visit a dealership.

Instead, negotiate a purchase price, then ask your salesman to draw up a lease contract at that rate.

The bank offering you the lease will actually be buying the car, so if you can negotiate a good price for what's called the "capitalized cost," your lease payments will be lower.

Compare the capitalized cost you're offered to the true market value of the car on sites like Edmunds.com and TrueCar.com.

Pay attention to the "drive off cost" -- the amount you need to pay upfront.

If you want to make a smaller down payment, your monthly charges will be higher.

And check the number of miles allowed in your contract. Expect slightly higher monthly payments if you want to up the mileage allowance.

Finally, don't get too attached to the car. If you decide to buy it once the lease is up, you could end up paying more than the vehicle is actually worth.

If you've ever dreamed of owning a car that take you from pavement to pond, you're in luck — but it's going to set you back. Project Sea Lion is a vehicle designed from the ground-up in order to compete for the title of world's fastest amphibious car. Constructed from TIG-welded aluminum and CNC milled parts, the car is geared to hit a top speed of 180 mph on the ground. The car is currently powered by a 174 horsepower Mazda 13B rotary engine, but its designer says that it should be upgraded with a custom-built 300-to-600 horsepower Renesis Rx 8 engine if it wants to take the sea-speed record.

Project Sea Lion's creator, M. Witt, has put it up for sale through Fantasy Ventures, where it can be had for a mere $259,500. The next step in the process, Witt writes, is to provide the vehicle with an "ultimate engine" and begin speed trials. Google’s self-driven cars will soon be running on Nevada roads after it got approval for the nation’s first autonomous vehicle license from the state’s Department of Motor Vehicles on Monday.

This move came after officials rode along on drives on highways, in Carson City neighborhoods and along the famous Las Vegas Strip, the Nevada DMV said in a statement.

The Nevada legislature last year approved self-driven cars for the state’s roads, the first such law in the United States. That law went into effect on March 1, 2012.

Google’s self-driven cars depend on radar sensors, lasers, video cameras and a database of information collected from manually driven cars to assist in navigation, according to the company.

The Department of Motor Vehicles licensed a Toyota Prius that Google reformed with its experimental driver-less technology, which has been developed by Google Vice President Sebastian Thrun and Stanford professor.

According to the company, Google’s self-driving cars have crossed the Golden Gate Bridge and driven along the picturesque Pacific Coast Highway.

Nevada DMV director Bruce Breslow said in a statement that Autonomous vehicles are the “car of the future,” Further he added “The state also has plans to license autonomous vehicles owned by the members of the public.”

Legislation to administer autonomous cars is being examined in other states, including Google’s home state of California.

“The vast majority of vehicle accidents are due to human error. Through the use of computers, sensors and other systems, an autonomous vehicle is capable of analyzing the driving environment more quickly and operating the vehicle more safely,” California state Senator Alex Padilla said in March when he introduced that state’s autonomous car legislation.

The DMV said other car companies are also looking for self-driven car licenses in Nevada,.
