The organizers are calling it “the biggest festival the U.K. has ever seen.” For eight weeks from June 21 to Sept. 9 — before, during and after the 2012 Olympic Games — Britain is hosting the London 2012 Festival, an outpouring of events across the country including theater, music, visual arts, dance, sculpture, performance art, film and other genres. The plan is to put on a show that rivals the sports spectacle in breadth and excitement, not to mention Olympian flights of excess. London 2012 is part of a broader, multiyear effort called the Cultural Olympiad, showcasing events like the World Shakespeare Festival, running April 23 until November, and a major exhibition of Lucian Freud portraits (through May 27) at the National Portrait Gallery. “Even before we won the bid, we said we wanted culture to be part of it, in the run-up to the games and through the games themselves,” said Moira Sinclair, the executive director of Arts Council England, the London 2012 Festival’s lead organization.

Deborah Shaw, the associate director of the Royal Shakespeare Company, said the effort brought the modern Olympics back to the ancient idea that the arts were as important as sports.

“It was about celebrating the whole human — both physical prowess and the spiritual, artistic side,” Ms. Shaw said. “If this culture program works, it could mean a whole recalibration for the Olympics.”

This program does not come cheap, which is something of a disconnect at a time of severe government cutbacks in arts financing here. Organizers say they do not yet know the final cost of the Cultural Olympiad, but The Guardian recently estimated the total at more than $154 million: $83 million for commissions for the London 2012 Festival and $71 million for the Cultural Olympiad.

Artists were chosen in a variety of ways: through commissions, applications and organizations taking part in the festival. In one initiative, called Artists Taking the Lead, potential participants were invited to submit projects that would celebrate Britain’s different regions. The winning ideas — a 30-foot seafaring yacht constructed from donated wooden objects, a floating building that generates its own power on the River Tyne — were then selected by a regional panel of artists.

The final lineup of events will be completed this month, when the full catalog is published. But dozens of projects — deadly serious and seriously offbeat, traditional and conceptual, from Britain and abroad — have been confirmed.

One piece, “Work No. 1197: All the Bells in a Country Rung as Loudly as Possible for Three Minutes,” by the Turner Prize-winning artist Martin Creed, is scheduled to take place from 8 to 8:03 a.m. on July 27, the first day of the Olympics. The idea, according to the festival’s Web site, is to encourage the nation “to ring thousands of bells at the same time, whether school bells, church bells, town hall bells, bicycle bells or doorbells.”

Other events will be less fleeting, like a retrospective of the German choreographer Pina Bausch, who died in 2009, at the Barbican and Sadler’s Wells, which will feature 10 of her works; a Damien Hirst exhibition at the Tate Modern; and “Back2Black” with the Brazilian musician Gilberto Gil, a three-day exploration of the links between Africa and Brazil.

The Jazz at Lincoln Center Orchestra with Wynton Marsalis will have a two-week residency at the Barbican and other spots, culminating in the British premiere of Mr. Marsalis’s “Swing Symphony (Symphony No. 3)”, performed with the London Symphony Orchestra, conducted by Simon Rattle. There will be screenings of Alfred Hitchcock silent movies, restored by the British Film Institute and shown with live musical accompaniment. At the Barbican, Cate Blanchett will star in “Big and Small,” by Botho Strauss.

Offbeat fare is also on the agenda, like “Bee Detective,” a murder mystery in which the audience travels through a beehive.

The verdict on whether the selections in the cultural festival are successful may have to wait until after the Olympiad has ended. But for now cultural critics and members of Britain’s arts world establishment seem open-minded and optimistic. There will probably be little argument over the prominent inclusion of Britain’s most enduring cultural export, Shakespeare. As part of a program called the World Shakespeare Festival, some 70 productions will take place across Britain in 30 locations starting on April 23, Shakespeare’s birthday.

“The theme of the festival is to look at Shakespeare as a world playwright, so we’re not getting just one perspective on his work,” said Ms. Shaw, who is also serving as the director of the World Shakespeare Festival.

The festival, which is costing the Royal Shakespeare Company about $9.5 million, she said, will feature a dozen new productions, some in collaboration with international companies and some performed outside theaters. There will be amateur performances, a chance for people around the world to discuss online what Shakespeare means to them, and an educational conference on how Shakespeare is taught in schools. The Globe Theater in London is hosting an ambitious undertaking called Globe to Globe, in which all of Shakespeare’s plays, and one poem, are to be performed, each in a different language and each from a different international company.

“Four hundred years ago he was using the world to talk about Elizabethan Britain, and it’s very interesting now to look at how the world sees their own societies through the prism of Shakespeare,” said Ms. Shaw, of the Royal Shakespeare Company.

That has raised some controversy, with a number of artists recently calling for the Globe to cancel a planned performance of “The Merchant of Venice” by the Israeli theater company Habima, which has performed in the Israeli settlements in the West Bank.

“By inviting Habima the Globe is associating itself with policies of exclusion practiced by the Israeli state and endorsed by its national theater company,” said a letter in The Guardian that was signed by the director Mike Leigh and the actress Emma Thompson, among others. In response the Globe has said the festival is a “celebration of language,” not “nations and states.” It is also featuring a performance of “Richard II” by the Palestinian company Ashtar Theater.

The festival arrives during a painful economic retrenchment across Europe that has drastically cut into government grants for the arts. In Britain the Arts Council’s government funds have been cut by 20 percent; many smaller groups have lost all their financing. “When we won the Olympics, we weren’t in the same position we’re in now,” Ms. Sinclair, of Arts Council England, said.

But, she added, the program should make it clear how important the arts are to the world’s perception of Britain — and Britain’s perception of itself.

“The range of activity that we’ve got to offer shows that we really are a contemporary-art nation, as well as having this extraordinary heritage we can hook into,” she said.

After the last athlete has gone home, she added, “we want to convey the sense that the Olympics is over, but the arts aren’t.”

People in movies and TV visit psychiatrists for a variety of reasons: Maybe he or she is a cop who was traumatized after a shooting, or someone dealing with repressed childhood memories, or (in a surprising number of cases) a notorious crime boss with mommy issues ...

Yes, two times absolutely counts as "a surprising number of cases" for this.

Whatever the problem, they'll always end up sitting or lying on a psychiatrist's chair, talking about themselves and what their dreams symbolize for an implied hour until the shrink says something profound that leads to a life-altering realization. It's mostly stuff about the character's mother, and wanting to bang her.

Sometimes the psychiatrist even becomes a permanent member of the cast, offering insights into the psychosexual stages of childhood or quipping about Freudian slips (like in Bones).

That expression is not a coincidence.

The Reality Today:

How many times have you heard a movie psychiatrist say "Our hour is up" when there's still so much to talk about? If you've actually been to one, however, you know that most psychiatrist appointments in America today last only 15 minutes ... and don't involve a lot of talking.

Even if you do manage to find a psychiatrist or therapist to listen to you monologuing, it still won't be the familiar TV fare about dreams and secretly wanting to bone everyone in your family. Concepts like Oedipus complexes, repressed urges and psychosexual stages -- in other words, the 1920s-era psychology of Sigmund Freud -- are now viewed by most psychiatrists and mental health professionals as about as scientifically valid and useful as Freud's cocaine use. These days, between 75 and 90 percent of psychiatric practice is based not on talking about your problems, but on drug therapy. When you do get to talk to somebody, you'll find they prefer "evidence-based" treatments like cognitive behavioral therapy, a short-term treatment that focuses on changing unhealthy behavior and thought patterns.

Even if you've never stepped inside a church, you probably know all about the Catholic religion just from watching TV and going to the movies -- whether the plot revolves around faith, ancient conspiracy theories or just plain old exploding demons, the Catholics will always be there doing their instantly identifiable Catholic stuff. For example, if you see these ladies in CSI ...

Semen is present on at least one of these habits.

... you instantly recognize them as Catholic nuns, because everyone knows that's how they all dress. Catholic churches themselves are just as easy to spot in movies: They will inevitably be dark, with stained glass, flickering votive candles and spooky Latin chanting coming from nowhere in particular -- like this one in The Boondock Saints:

Yeah, this looks like the house of a God who speaks mainly through Berettas.

And if there's an exorcism or some other type of Catholic ritual involved, you can bet your ass that it will be in Latin, a language that every priest has memorized with nearly as much devotion as a Trekkie learning to speak Klingon.

The Reality Today:

If you have stepped inside a Catholic church, however, you've probably noticed that a lot of the newer ones have a tendency to look like empty DMV offices:

Even the traditional church candles have been replaced in many places with electric lights, due to fire's propensity to burn shit to the ground. But at least those habit-wearing nuns and Latin-speaking priests are still going strong, right? Sure they are, probably. Just not in the U.S.

You see, in the 1960s, the Second Vatican Council loosened the guidelines on things like habit-wearing and Latin-speaking. Other countries applied the new rules in moderation, but it turns out that Americans were about as into Latin in their religions as they were subtitles in their movies. So Latin rites were largely replaced with English versions ... back in 1964. Today, most priests coming out of seminary do not even speak Latin, let alone perform rites in it.

Nuns, for their part, mostly stopped wearing habits in the '60s, totally missing out on the whole nunsploitation genre. In fact, the number of habit-wearing nuns in the U.S. went from 180,000 in 1964 to a third of that in 2009, and today, the vast majority of religious women dress like ... women. This means that there are probably more nun costumes in America right now than there are actual nun habits, begging the question: Who is dressing up as whom?

#5. You Can Adopt Kids from an Orphanage

Traditionally, orphans have filled a wide range of TV and movies roles, from deranged killers to adorable angels who are hiding the fact that they are deranged killers. And if Hollywood is to be believed, the adoption process doesn't vary significantly between a kid and a dog: You just drive out to the place where they conveniently store them and pick one out.

Usually the one who doesn't bite you.

Oh, sure, sometimes movies will include talk of "waiting lists" or some other type of bureaucracy, but not before the parents are at least allowed to browse through the orphanage for a kid they like. Most of the time, the orphanage practically hands them their secretly evil new child right away, like in 2009's Orphan and 2010's Despicable Me:

One is a disturbingly violent and psychologically horrific film, the other is Orphan.

And in those cases when an orphanage isn't actually depicted, it's at least mentioned as the place where a character has been (like in the show Smallville) or where they are in danger of ending up (like in Adam Sandler's Big Daddy).

The Reality Today:

It turns out that what we think of as an "orphanage" doesn't even exist in the U.S. anymore, and hasn't for decades. Following the 1980 Adoption Assistance and Child Welfare Act, most orphaned or abandoned children were placed with relatives or in foster homes. This was the killing blow to the American orphanage system, which had been in decline since we stopped encouraging unmarried mothers to give up their whore-babies in the '60s.

The closest thing we have now to a traditional orphanage is a group home, but those are usually reserved for much older children who haven't done well in foster homes. So to make most adoption movies accurate, you'd have to either change the setting to the '50s or replace all the little kids running around with awkwardly mustached teenagers.

Not that you'd be able to directly adopt one from a group home, anyway. These days, most adoptions are done through the foster system or by arrangement with birth parents, and the whole process is much, much more expensive and time consuming than your television would have you believe: An average non-foster adoption will set you back around $32,000 in legal and other fees and takes between six months and two years. So by the time Adam Sandler's slacker character in Big Daddy had saved up the money and dealt with all the paperwork, he would have ended up with a full-grown blond version of Jon Stewart.

According to Hollywood, England is a magical kingdom that was frozen in time at some point in the early 20th century (sadly, after all their dragons became extinct), but that's why we like it: We want to see quaint, old-fashioned things that you'd never find in America, like royal weddings, boarding schools and free public transportation. V for Vendetta takes place in an England entirely covered in charming cobblestones, and that one's supposed to be set in the future:

This must mean we already have flying cars in America at this point.

Or look at the Harry Potter movies -- even Harry's "normal," non-wizarding family dresses like they're in a period piece:

The wizard world has already reduced the U.K. to an economic and cultural wasteland.

But the genre that has exploited England's cultural stagnancy the most is the romantic comedy, because they allow us to travel back in time to an era where everyone was polite, well spoken and addicted to tea just by crossing the Atlantic. For example, the 2006 romantic comedy The Holiday shows Kate Winslet, a British woman visiting Los Angeles, rejoicing hysterically when she finds herself in a kitchen equipped with something more modern than her stovetop kettle:

"Oh boy! They have mixed fibers in their clothes, too!"

The Reality Today:

The British are partly to blame for all these misconceptions -- their entire film industry is now largely based on the fact that Americans think it's a pre-modern country. Film-location businesses in the U.K. overwhelmingly advertise old locations like manors and castles, because they figure that if the Americans wanted asphalt roads and glass buildings, they'd just stay home.

Before Hollywood, this was all syringes and hookers as far as the eye could see.

And yet 2012 England often isn't "old" enough to satisfy American tastes for films set there. Movies like Oliver Twist, A Knight's Tale, From Hell and Shanghai Knights, and the TV series Robin Hood, among others, were all filmed in other parts of Europe that apparently look more English to us than England itself.

Hell, even the tea thing is in question -- the whole British tea-drinking tradition is now in decline.

MELBOURNE, Australia -- The Spice Girls will reform to sing at the Olympics in London, according to singer Mel B -- however two of her bandmates have already said that a reunion is not on the cards.

The singer, whose full name is Melanie Brown, told Melbourne's Triple M radio station Monday that she was "a really crap liar" when host Eddie McGuire pressed her about performing at the Olympics, the Herald Sun reported.

"I should have just said no," she said.

However, two of her bandmates flatly denied any reunion when asked over the weekend if it was a possibility ahead of the Olympic Games and Queen Elizabeth II's Diamond Jubilee celebrations in June.

Victoria Beckham, aka Posh Spice, said the five singers were approached to play at a concert for the Queen alongside stars including Sir Paul McCartney and Sir Elton John, but they were unable to accept.

"The thing with the Spice Girls is it was so flattering to be asked to do the Jubilee," she told the Daily Mirror.

"But we have lots on our plates and we are all so focused on the end of the year and 'Viva Forever,' the musical. The Jubilee isn't going to happen. But the musical is going to be really great and we're focusing on that."

Meanwhile, Melanie Chisholm, aka Mel C or Sporty Spice, told British TV show "Lorraine" that performances at both events had been under discussion but are definitely not going to happen and their reunion in 2007 was the band's "final farewell."

"It's such an incredible opportunity and the concert looks like it's going to be out of this world," Chisholm said.

"But unfortunately -- bad news for any Spice Girls fans -- we don't plan to perform or reform, so I'm sorry to disappoint anybody. We often have things that we talk about and then the Olympics and the Diamond Jubilee came up and it was under discussion but unfortunately it's not going to happen.

"We have to respect each other's wishes and we reformed in 2007 and we had an amazing time. The show was incredible and that kind of feels like our final farewell."

Brown, however, did not confirm or deny the group would be performing at a concert in London as part of Queen Elizabeth II's Diamond Jubilee celebrations.

"I don't want to confirm or deny any of it. But we are definitely getting together because we've got our Spice Girls musical coming out this year. So I'm hoping yeah," she said.

The Spice Girls formed in 1994 and broke up in 2000.

The National Audit Office said a doubling in estimated security costs meant there was a "real risk" more taxpayer funding would be needed.

On Monday the government said an extra £271m was needed for security guards.

Shadow Olympics Minister Tessa Jowell said despite it being a risky project she believes it will come in on budget.

Ministers insist more than £500m remains in unallocated funds for dealing with any further contingencies.

The National Audit Office (NAO) said the Olympic Delivery Authority (ODA) remained on course to complete its work on the Olympic Park on time and on budget.

However, on current projections, the spending watchdog said almost all the £9.3bn public sector funding package was likely to be required, with little margin for any further unforeseen costs emerging in the final eight months.

Sports minister Hugh Robertson said he had faith the financial targets would be met.

"Clearly any big infrastructure project is always going to be quite finely balanced but, as at today, we will be 95% complete in terms of build by Christmas and we still have half a billion pounds left in the contingency to cover all known risks. So I'm as confident as I can be as the minister that we're going to deliver on time and within budget."

But the head of the NAO, Amyas Morse, said "not everything is rosy" and the government had little room left for manoeuvre.

'Wafer thin'

"The government is confident that there is money available to meet known risks but, in my view, the likelihood that the Games can still be funded within the existing £9.3bn public sector funding package is so finely balanced that there is a real risk more money will be needed," he said.

Ms Jowell said: "It has always been a risky project: its scale, its complexity, and the fact that there is absolutely no leeway on the time by which everything has got to be complete, ready for next year in 234 days' time - and it will be.

"Hugh Robertson has said that he is confident that this will come in within the £9.235bn allocated when I was secretary of state, from public funds, for the Olympics and I believe that is still the case," she added.

At the time of the bid in 2005, the estimated total public cost of staging the Games was £2.4bn.

This was increased to £9.325bn in 2007 and then cut slightly to £9.298bn by the new government in May 2010.

The contingency fund stood at £2.75bn in 2007, but in May 2010 the ODA said this had fallen to £1.27bn and by February this year a NAO report revealed the fund was down to £974m.

Now the NAO has said, after the government's own estimate of meeting "assessed risks" was taken into account, there is £36m left in contingency funding.

The chairman of the Commons Public Accounts Committee, Margaret Hodge, said it was a very small amount for such a large project.

"What is left in the budget for contingency is wafer thin, at only £36m. For a project of this size with unknown risks and eight months remaining, that is a tiny amount of money," she said.

"Locog [The London Organising Committee of the Olympic and Paralympic Games] is likely to use all of its contingency funding and would also have to call on further government support if there are further cost increases."

Mr Robertson said the increase in security costs was due to a change in the international security situation and not being able to complete final planning until the competition schedule and design of the venues was known.

"When I started being minister there was no Arab Spring. No one really knows whether that's going to have a beneficial or adverse effect on our security."

Reputation 'at risk'

The NAO also raised its concern that the Olympic Delivery Authority's transport plan for the Games was behind schedule.

It said the 109 miles of London roads being used for the Olympic Route Network - including 35 miles of special lanes primarily for the use of athletes and officials - had still not been integrated with local transport plans.

Until the arrangements have been finalised, Locog and Transport for London will not be able to inform the public and businesses of the likely impact of the Games on the road network.

The spending watchdog also said issues related to cutting journeys on buses and the London Underground by non-Games users by an average of 13% a day - rising to 30% on peak days - still had to be resolved.

"The experience of spectators, visitors and Londoners in general would be diminished and the reputation of the Games put at risk if these issues were not sorted out," Mr Morse said.

The NAO added the need to find so many additional guards represented a "significant recruitment challenge" and the Home Office was now in discussion with the Ministry of Defence about using military personnel.

On Monday, the government said an estimated 23,700 security staff would be needed during the 2012 Games, which was more than double the initial estimate of 10,000 security personnel for venues.

It said the venue security budget was likely to rise from £282m to £553m, while the budget for ceremonies has also doubled, with an extra £41m allocation.

The Department for Culture, Media and Sport said the money for both increases would come from within the £9.3bn public funding budget for the Olympic and Paralympic Games after money was re-allocated from savings.

The budget is additional to the private funding budget raised by the Games organisers Locog.

The Olympics is set to be one of the UK's biggest security tests - a 64-day operation, from when the Olympic village opens on 13 July to the time the Paralympic village closes on 12 September, covering 34 venues across Britain.
